I think your looking for clickbank(dot)com Everything is free inside their marketplace, and you can make commissions of up to 75%.
You can set up a website for free on Googlepages and join Amazon Associates for free and set up a store there.

My advice is to not join any affiliate program that charges money. There are plenty like comission junction, that are free. All you do is copy the banners and place them on the sites that you make.
