How Can I Write A Good Blog That Would Attract People Read It On A Daily Basis?

I have been so interested in writing blogs, articles, etc. I see that there are so many people doing this for a living or even doing this has a hobby and enjoying it all at the same time. I have always been interested in writing, I am in the process of trying to finish up my memoir but have gotten a little bit of a writers block. I have started posting daily entries on Facebook that I call “You know what pisses me of?” and I would talk about different things that piss me off, situations or issues that everyone can relate to. I was hoping to get some sort of a following with that but as of now its just a few of my Facebook friends and family that read it.
I would really like to get a Blog started that I would be writing in daily, its just I don’t know how to go about starting a blog. I know about blog.com or wordpress.com but I am talking about the actual writing. How is a blog suppose to be written? is there some sort of a format I should use? Is there a way to grab peoples attention?
Also, whats a good way to get my blogs notice? how do I go about building up a following of my blogs or writings. How do I advertise myself I guess you can say, I want to get my writings out there and get it noticed.

    There are 133 million blogs on the internet today. Most have an audience of one.
    You have 2 main choices for providing content. You just enter your thoughts for the day. Whatever you are thinking about goes on the blog. That is the immediacy that blog watchers enjoy.
    Or you collect information from many sources and put it all in one place. Knowledge-seekers come to your blog instead of reading 5 different newspapers looking for a particular piece of the news.
    The only way to build up a following is to write stuff that is so interesting that people can’t wait to read it.
